Election of members of Sangguniang Pampook. - The candidates for the position of seventeen representatives to the Sangguniang Pampook of Region IX and of Region XII shall be voted at large by the registered voters of each province including the cities concerned.
The candidates corresponding to the number of member or members to be elected in a constituency who receive the highest number of votes shall be declared elected.
