This Act is in substitution for and supersedes all previous laws relating to the entry of aliens into the Philippines, and their exclusion, deportation, and repatriation therefrom, with the exception of section sixty-nine of Act Numbered Twenty-seven hundred and eleven which shall continue in force and effect: Provided, That nothing contained in this Act shall be construed to affect any prosecution, suit, action, or proceedings brought, or any act/thing, or matter, civil or criminal, done or existing at the time of the taking effect of this Act; but as to all such prosecutions, suits, actions, proceedings, acts, things, or matters, the laws or parts of laws repealed or amended by this Act are continued in force and effect: And Provided further, That as to such prosecutions, actions, suits, or proceedings or as to such acts, things, or matters, the procedure provided for by this Act or by the regulations prescribed thereunder shall be followed in so far as the same may be applicable.
