Any firm, employer, group or association, industry organization or civic group wishing to organize an apprenticeship program may choose from any of the following apprenticeship schemes as the training venue for apprentice: (a) Apprenticeship conducted entirely by and within the sponsoring firm, establishment or entity; For Art. 59 (a), see Section 12 of R.A. No. 7610, "Special Protection of Children Against Abuse, Exploitation and Discrimination Act," as amended by Sec. 2 of R.A. No. 9231, which provides that, except under exceptional cases, "children below fifteen (15) years of age shall not be employed."

No. 111. 12 of 159 (b) Apprenticeship entirely within a Department of Labor and Employment training center or other public training institution; or (c) Initial training in trade fundamentals in a training center or other institution with subsequent actual work participation within the sponsoring firm or entity during the final stage of training.
