Facility of Payment. The System shall prescribe such rules and regulations to facilitate payment of benefits, proceeds, and claims under this Act and any other laws administered by the System. Payments made by the system prior to its receipt of an adverse claim, to a beneficiary or claimant subsequently found not entitled thereto, shall free the System from any liability to the person or persons legally entitled to such payment who shall, however, have a right to institute the appropriate action in a court of law against the ineligible recipient of the benefits, proceeds, or claims.
