Safety Measures on Energy Development. Rules and regulations shall be promulgated to prevent or mitigate the adverse effects of energy development on the environment. For this purpose, all nuclear powered plants exploring and utilizing geothermal energy, whether owned or controlled by private or government entities shall:
(a) observe internationally accepted standards of safety; and
(b) provide safety devices to ensure the health and welfare of their personnel as well as the surrounding community.
