Section 10Republic Act No. 4, Presidential Decree No. 9, Presidential Decree No. 1728 and all laws, decrees, orders, instructions, rules and regulations which are inconsistent with this Decree are hereby repeal, Sec./Art. 10

Effectivity. - This Decree shall take effect after fifteen (15) days following the completion of its publication in the Official Gazette.
