Organizational Meeting. - The board shall held its first meeting as soon as practicable after appointment of the first directors, and not later than 45 days after formation of the district. At said first meeting of each odd-numbered year, the board shall elect a chairman, a vice-chairman, a secretary and a treasurer. Such secretary and treasurer may, but need not be members of the board, and the offices of secretary and treasurer may be held by the same person.
