Applicability. This Chapter shall apply only to electric franchises as in Section 3 defined. It shall not be applicable to franchises for any other utility service or to those separable portions of franchises covering any other type of utility service though such franchises may also cover electric service. The Board of Administrators shall hear and determine all questions which may arise under this section.
