Hearings Conducted by Board of Administrators or any Member Thereof. NEA hearings pursuant to this Chapter may be conducted by the Board of Administrators en banc or by any one or more members thereof, as the Board of Administrators may decide; Provided, That the Administrator shall preside when the Board of Administrators sits en banc; Provided, further, That all hearings shall be of record; and Provided finally, that findings, determinations, orders and rulings based upon such hearings shall require the affirmative majority of all the members of the Board of Administrators upon the certification, to become a part of such findings, determinations and orders, on the part of any member of the Board who was absent from the hearings that he has read the record of the same.
