Section 14Republic Act No. 2260, as amended, and as organized under the Integrated Reorganization Plan may serve as the nucleus of the Civil Service Commission., Sec./Art. 14

Authority to Reorganize. In order to carry out the powers and functions set forth in this Decree, the Commission is hereby authorized to reorganize the internal structure of the Commission subject to the approval of the President: Provided, however, That this authority shall not extend beyond December 31, 1976.
