Section 23Republic Act No. 2260, as amended, and as organized under the Integrated Reorganization Plan may serve as the nucleus of the Civil Service Commission., Sec./Art. 23

Cultural Communities. In line with the national policy to facilitate the integration of the members of cultural communities and accelerate to the development of the areas occupied by them, the Commission shall give special civil service examinations to qualify them for appointment in the civil service.
