General Mandate. - The College shall primarily provide advanced education, higher technological, professional instruction and training in the arts, sciences, education, entrepreneur ship, engineering, agriculture, medicine, nursing, law, architecture, business administration, hotel and restaurant management, tourism, information technology and other relevant fields of study. It shall also promote and undertake research and extension services in support of the socioeconomic development of Ilocos Sur, and provide progressive leadership in its areas of specialization.
