Delegation of Authority. - The Executive Director shall have authority over and responsibility for the day-to-day operations of the NHCP. He/She may delegate such authority to the Deputy Executive Directors to implement plans and programs. The delegation shall be in writing; shall indicate the name of specific officer to which the delegation is made; shall indicate the duties and responsibilities delegated; shall indicate the length of period of delegated authority; and shall vest sufficient authority to enable the delegate to discharge his/her assigned responsibility.
