Appropriations. - The amount necessary for the operation of the Sentro ng Karunungan Library shall be charged against the current year's appropriations of the Tondo Congressional District Library under the budget of the National Library. Thereafter, such amount necessary for its continued operation which shall not be less than Five million pesos (P5,000,000.00) shall be included in the annual General Appropriations Act,
