Implementing Rules and Regulations. - The Secretary of Finance, in coordination with the Commissioner of the BIR, Commissioner of the BOC, and the Executive Director of the BLGF, in consultation with representatives from the academe, shall issue the implementing rules and regulations within ninety (90) days from the effectivity of this Act.
