Declaration of Policy. - In accordance with Article II, Section 15 of the Constitution, It is hereby declared to be the policy of the State to take a proactive role in the preventive health care of infants and children. Towards this end, the State shall adopt a comprehensive, mandatory and sustainable immunization program for vaccine-preventable diseases for all infants and children.
