Implementing Rules and Regulations. The Board, with the approval of the Commission, shall adopt and promulgate such IRR it may deem appropriate within ninety (90) days from its constitution. The same shall take effect after fifteen (15) days from its publication in the Official Gazette or in two (2) newspapers of general circulation in the country.
