Insert a new Section 19-A which shall read:
"SEC. 19-A. Exemption from Republic Act No. 7656. As provided in Republic Act No. 7656, the President, upon the recommendation by the Secretary of Finance, may adjust the percentage of the Networks annual net earnings to be remitted to the National Treasury: Provided, That the annual remaining unremitted net earnings be used solely for its operations and capital expenditures."
