Conversion. The Kalinga-Apayao State College in the City of Tabuk, Province of Kalinga, including its extension campuses in barangays Bulanao and Dagupan in the City of Tabuk and Barangay Bagbag in the Municipality of Rizal, all located in the Province of Kalinga, is hereby converted into a state university to be known as the Kalinga State University, hereinafter referred to as the University. The main campus of the University shall be in the City of Tabuk.
