Filing of Charges. Any person, firm or association may file charges against any registrant in accordance with the provisions of Section 21, or the Board may investigate violations of any of the abovementioned provisions. An affidavit-complaint shall be filed, together with the affidavits of witnesses and other documentary evidence with the Board through the Commissions Legal and Investigation Office. The motu proprio action to conduct an investigation shall be embodied in a formal charge to be signed by at least a majority of the Members of the Board. The rules on administrative investigation issued by the Commission shall govern the hearing or investigation, subject to applicable provisions of this Act, Republic Act No. 8981 and the Rules of Court.
