Implementing Rules and Regulations. The Board, subject to approval of the Commission, shall prescribe, promulgate and issue the implementing rules and regulations of this Act, after consultation with the APO, other agencies and concerned private organizations, within one hundred twenty (120) days from the constitution of the Board.
