Implementing Rules and Regulations. Within ninety (90) days after the approval of this Act, the DepED, together with the concerned agencies, shall prepare and promulgate the implementing rules and regulations (IRR) to carry out the provisions of this Act. The IRR shall take effect fifteen (15) days following its publication in a major daily newspaper of general circulation.
