Transitory Provisions. The PSA shall carry out the reorganization of the PSS in such a manner that personnel of the agencies absorbed by the PSA shall continue to perform their respective duties and responsibilities in a holdover capacity so as not to unduly delay the production of statistics from ongoing censuses, surveys and processing of administrative records.
