Use and Release of Funds. The amount appropriated shall be released by the Department of Budget and Management (DBM) to the implementing agencies in accordance with budgeting, accounting and auditing laws, rules and regulations: Provided, That the Department of Social Welfare and Development (DSWD) shall develop a uniform formula or parameter for the fair and equitable distribution of the Emergency Shelter Assistance Fund for the victims of Typhoon Yolanda.
