Requirements for Certificate of Authority to Operate. The Board, in consultation with the relevant entities and the APO, shall set the requirements for the issuance of the certificate of authority to operate a chemical laboratory or to engage in the practice of chemistry or chemical analysis. Such requirements shall be issued as Board resolutions.
