Financial Management and Accountability. All public funds allocated to the government StuFAPs for Tertiary Education shall be managed according to standard government accounting and auditing rules and regulations. In addition, specialized processes and procedures shall be developed to enhance transparency and accountability suitable to the program or project for which the fund has been provided.
