Implementing Rules and Regulations (IRR). Within six (6) months from the effectivity of this Act, the Implementing Rules and Regulations Committee to be composed of the member-agencies of the NSC-STMCom shall draft and issue the IRR for its effective implementation, after public consultations with stakeholders: Provided, That the non-issuance of the IRR shall not prevent the coming into force of this Act: Provided, further, That any administrative proceedings under this Act shall be suspended pending the issuance of the IRR.
