Qualification for Examination. An applicant for admission to the naval architecture examination must possess the following qualifications:
a. He/she must be a citizen of the Philippines, or a citizen of another State which observes reciprocity with the Philippines in the practice of naval architecture;
b. He/she must be of good moral character and of sound mind;
c. He/she must not have been convicted by a court of a crime involving moral turpitude; and
d. He/she must have obtained a Bachelor of Science degree in Naval Architecture and Marine Engineering conferred by a college or university in the Philippines recognized by the CHED, or subject to the Boards evaluation, must have earned an equivalent degree accorded by a reputable foreign college or university.
