Vested Rights. All naval architects holding a valid certificate of registration and professional identification card at the time of effectivity of this Act shall be automatically registered and recognized as registered naval architects and shall be issued a new certificate of registration and professional identification card with the same license number as their original certificate of registration and professional identification card, subject to the payment of prescribed fees and other requirements of the Board and/or the Commission.
