Implementing Rules and Regulations. Within ninety (90) days from the approval of this Act, the Secretary of Labor and Employment, in coordination with the Maritime Industry Authority (MARINA) and the POEA, shall promulgate the necessary rules and regulations for the effective implementation of the provisions of this Act.
