All assets, real and personal, personnel and records of the Milagros School of Fisheries, as well as liabilities or obligations, are hereby transferred to the Masbate Institute of Fisheries and Technology upon the effectivity of this Act. All plantilla positions shall be retained, with the rights and security of tenure of faculty members and personnel therein employed under existing laws prior to the effectivity of this Act.
