The Secretary of Transportation and Communications shall include in the Departments program the operationalization of a Regular LTO District Office in District 2, Paraaque City, the initial funding of which shall be charged against the current years appropriation of the Satellite Office located in District 2, Paraaque City. Thereafter, such sums as may be necessary for the continued operation of the Regular LTO District Office shall be included in the annual General Appropriations Act.
