Appropriation. The amount needed for the initial implementation of this Act shall be taken from the current fiscal years appropriation of the ICTO and all agencies herein absorbed. by or attached to the Department. Thereafter, the amount needed for the operation and maintenance of the Department shall be included in the General Appropriations Act
