Section 9, paragraph Twelfth of the same Act, as renumbered, is hereby amended to read as follows:
Twelfth The provisions of Presidential Decree No. 1445, as amended, Executive Order No. 292, and other similar laws notwithstanding, to compromise, condone or release, in whole or in part, any claim or settled liability to the Corporation, regardless of the amount involved, under such terms and conditions as may be imposed by the Board of Directors to protect the interest of the Corporation, and to write off the Corporations receivables and assets which are no longer recoverable or realizable;
