Implementing Rules and Regulations. The DOT, the DENR, the NCIP, and the NCCA, in consultation with the provincial and municipal governments of Batanes, concerned government agencies, and stakeholders, shall, within sixty (60) days from the effectivity of this Act, promulgate the necessary rules and regulations for the proper implementation of this Act.
