Implementing Rules and Regulations. - The DOTC, in coordination with the LTO, LTFRB, DTI and the Department of Science and Technology, and in consultation with private stakeholders, shall formulate and promulgate the necessary implementing rules and regulations of this Act within sixty (60) days upon the effectivity of this Act.
