Powers of the SCP. - The SCP so constituted shall recruit and screen applicants to the position of President and may devise its own procedures for the search. To this end, the SCP shall cause the publication of an open invitation to qualified persons in a newspaper of national circulation.
The SCP shall submit the names of at least three (3) nominees to the Board, citing therein the strengths and weaknesses of the nominees for guidance and information of the Board as well as the enumeration and description of the criteria and procedures employed in their search.
