Implementing Rules and Regulations. - Within ninety (90) days from the effectivity of this Act, the DICT, in coordination with relevant agencies, shall promulgate the necessary rules and regulations for the effective implementation of this Act.Section 20. Separability Clause. - Should any provision herein be declared unconstitutional, the same shall not affect the validity of the other provisions of this Act.
