Implementing Rules and Regulations. - Within sixty (60) days from the effectivity of this Act, the Secretary of the DOTr, with the assistance of the LTO, the LTFRB, and the MMDA, shall promulgate the implementing rules and regulations necessary to ensure the effective implementation of this Act.
