Implementing Agency; Implementing Rules and Regulations. - The DTI shall have exclusive jurisdiction in the implementation of this Act. The DTI, after due consultation with appropriate stakeholders, shall promulgate within ninety (90) days from the effectivity of this Act the rules and regulations necessary to effectively implement the provisions of this Act.
