Prohibition During Holdover. After a vote of no confidence against the government of the day shall have been obtained, and before a new government formed, the Chief Minister and the Cabinet shall continue to perform their duties and functions: Provided, That they shall not contract loans approve new contracts, or disburse public funds except those for payment of salaries and wages and expenses for the regular operations of the government.
The Chief Minister and the Cabinet, during the holdover period, shall not make appointments, except temporary appointments to positions when continued vacancies therein will prejudice public service or endanger public service or endanger public safety.
