Transitory Provisions. - The PSA shall carry out the implementation of the PhilSys in such manner that the operations of card-issuing government agencies shall not be impeded so as not to unduly delay delivery of public service: Provided, That the PSA shall gradually synchronize and consolidate all existing government-initiated identification system into one integrated and interconnected identification system that will ensure an easier, faster, more reliable and more secure access to information and services.
