The City Budget Officer. (a) The City Budget Officer must be a citizen of the Philippines, a resident of the City of Sto. Tomas, of good moral character, a holder of a college degree preferably in accounting, economics, public administration or any related course obtained from a recognized college or university a first grade civil service eligible or its equivalent and must have acquired experience in government budgeting or in any related field for at least five (5) years.
(b) The City Budget Officer shall take charge of the City Budget Department, and shall:
(1) Prepare forms, orders and circulars embodying instructions on budgetary and appropriation matters for the signature of the City Mayor;
(2) Review and consolidate the budget proposals of different departments and offices of the City;
(3) Assist the City Mayor in the preparation of the budget and during and after the budget hearings;
(4) Study and evaluate budgetary implications of proposed legislations and submit comments and recommendations thereon;
(5) Submit periodic budgetary reports to the DBM;
(6) Coordinate with the City Treasurer, the City Accountant and the City Planning and Development officer for the purpose of budgeting;
(7) Assist the Sangguniang Panlungsod in reviewing the approved budgets of the component barangays;
(8) Coordinate with the City Planning and Development Office in the formulation of the development plan of the City; and
(9) Perform other duties and functions and exercise such other powers as provided for under the Local Government Code of 1991, as amended, and those that are prescribed by law or ordinance.
