Penalties Collected. - The penalties collected pursuant to this section shall be put into a special fund to be administered by the PNAC, and shall be use for initial interventions required to address gaps in the national response on the part of government agencies and its partners from civil society and international organizations in accordance with Section 5(l) of this Act.
