Conversion. - The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) in the Municipality of Mandaon, Province of Masbate, is hereby converted into a state university to be known as the Dr. Emilio B. Espinosa, Sr. - Masbate State University (DEBESMSU), hereinafter referred to as the University. It shall establish regular campuses in Masbate City and in the municipalities or Aroroy, Cawayan, and San Fernando in Ticlao Island, all in the Province of Masbate. Its main campus shall be in the Municipality of Mandaon.
