October 16 of every year is hereby declared a special nonworking holiday in the City of Calbayog, Province of Samar, in commemoration of its charter day anniversary, to be known as the "Calbayog City Charter Day". When the holiday falls on Saturday or Sunday, the special nonworking day shall be observed on the Monday that follows.
