Implementing Rules and Regulations. - The PSC shall, in consultation and in coordination with the Department of Budget and Management and the Department of Public Works and Highways, promulgate not later than thirty (30) days upon the effectivity of this Act, the necessary rules and regulations for the effective implementation of this Act: Provided, That the failure to promulgate the rules and regulations shall not prevent the implementation of this Act upon its effectivity.
