Declaration of Policy. - It is the policy of the State to promote and develop sports in the country, to achieve excellence in international sports competitions, to ensure success in the countrys quest to achieve competitiveness in the Olympic Games and to promote international amity among nations. Pursuant thereto, the establishment and construction of a national sports training facility shall be a primary strategy to achieve the foregoing objectives.

Furthermore, under Article XIV, Section 19 of the Philippine Constitution, the State shall promote physical education and encourage sports programs, league competitions, and amateur sports, including training for international competitions to foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry.1avvphi1 To further this policy, the State shall establish and construct a state-of-the-art and highly scientific sports complex.
