Philippine Labor Force Competencies Competitiveness Program. - There shall be established a Philippine Labor Force Competencies Competitiveness Program in accordance with Section 17 of this Act, and which shall be funded through the Tulong-Trabaho Fund created in accordance with Section 6 of this Act.
