Certification of Energy Service Company. -The DOE shall strengthen the existing ESCO certification system to develop this service sector and to provide the market with a source of technically and financially capable entities that can assist in the delivery of energy efficiency-related projects.
ESCOs applying for certification must demonstrate their technical and managerial competence to design and implement energy efficiency projects, including:
(a) Energy audits;
(b) Design engineering;
(c) Providing or arranging project financing;
(d) Construction management;
(e) Operations and maintenance of energy efficient technologies; and
(f) Verifying energy savings.
